Sounds like an MTU issue, the default PPPoE server setup has an MTU of 1480. Its strange but doesnt sound like an mtu issue.. i thinks its something in the mangle , or mark-routing that its not accepting it to filter it correctly on Static LAN ips from another interface, tbh i am kind of lost now.....

Again, it depends how the ISP route it. When they route the second /30 via the 1st, you can just set it on a link between your two routers and it will work. Have a look at VRF/routing rules, with it you can setup independent routing for specific incoming interfaces.
