I have a MikroTik RB4011iGS+ running 6.45.9.

Note that 6.45.9 is quite elderly. Is there a reason that you are running such an old version of RouterOS?
Your concern is that the router will be public facing, correct?

I suppose you mean that right now you can only access the NVR with a client device that is already on LAN2 (has a LAN2 IP address). If that's the case, you need to create an IP address in the Mikrotik router for Port 5. The address should be in the LAN2 IP subnet. But... that means that every device...

Well, I visited https://mikrotik.com/download webpage to download the Bandwidth Test tool for Windows but I did not find it.
Is it possible that the download link has been moved to another URL?

I assume that RIP or other dynamic routing can be used to add routes for the routers. If you don't wish to use dynamic routing protocols you don't have to. Simply create the necessary static routes. However, how should I deal with the PCs in the 192.168.1.0 subnet. They wont be able to talk to any ...

+1 for bringing this topic up because I have encountered the same behavior. However, I might only drop these "invalid" packets instead of sending TCP reset packets as a less drastic measure...
