It seems to be your Radius Reply message order was reversed.
This has to be fixed at RADIUS side not in Mikrotik RouterOS side.
You may refer your Radius Documentation.

Or you may try this RADIUS cum CRM package called neuCRM http://neucrm.com

This may happen, and it will take some time to update the usage. Usage statistics are being updated periodically over per-defined time interval.
If update interval set to 5minutes, your usage statistics shows 5 minutes delayed status only.

WAN network IP and LAN network IP ( any 2 network IP) could not be same. You are breaking the networking rule.
Plan for different network IP address.

Your connectivity is little confusing. I assumed you are using ADSL 4 LAN port modem for Internet, and from LAN1 your connecting Mikrotik Router. And LAN2 - LAN 4 you are connecting other nodes. This problem can be for many reasons, security key in your wireless profile, interference, poor signal, channel overload, access list restriction.

Please ensure your data is passing through mikrotik. If your sending , receiving nodes are connected and accessible on Layer 2 MAC address, traffic will not pass through mikrotik. In this case data transferred directly.
Queues will be applied only if traffic passing through mikrotik.

It seems that you are trying to import bulk list of IP Address into Mikrotik IP Address list. This is not efficient method of writing firewall rules. Mikrotik is not a Database server. Please ensure you are getting Public IP from your ISP.
You can only able to access your local Server from Internet, if your WAN has assigned with Public IP.

This might be previous logged users session was not terminated in User Manager. Adjust the interim update time as minimum interval, say 5 mins to 15 mins.

Yes, you can relay DHCP request.
The only condition is that it your Client and DHCP server must be in same network. Please note that DHCP request only works in Layer 2 stack.
