What about the SR9?

On auto, mine shows 26dB tx with 2.9.38.

Even running DD-WRT x86 version, it displayed up to 28dB when listing tx power.

Dunno about Madwifi in regular Linux, haven't tried it yet.

SR9 have a power offset of 12db, see the pdf for more information.

The links are all AP's running WDS to the main AP only and no WDS between AP's

WDS creates latency, i suggest not to connect more than 8 WDS clients.

you can limit p2p that way - set bandiwth for http, ftp and other well known protocols and for the rest of traffic set harsh limits ;) so - any unknown protocol will be limited - ares, encrypted bittorent etc.

Check if there is some firewall rule that is blocking port TCP 8291.. I suggest using PCQ to apply the limitation on your /24 network. because creating a simple queue for each user one by one is really annoying.

We have a RB532 (MT 2.9.18 ) with the daughtboard and on it we put two 400mW 2,4GHz cards and a CM9 card (3 cards altogether).
Too much.... you can put MAX 2 SR cards on ONE RB... (and without the doughterboard...) or you could blow up the regulator on the RB...

Deppends on distance, bandwidth, antennas, radios, ect ect... about 50 clients you can get aprox..
