have you tried it by providing mikroitk access to internet on any port (do the necessary configuration) and then upgrade.it will automatically fetch desired files and updated.

mikrotik s userman is good if you are working on lower level . but for enterprise services "Radius Manager" is good option.

As you can see in your traceroute too that mikrotik is unable to reach the 159.148.147.196 (mikrotik s servers ip) .
try pinning 8.8.8.8 for confirmation of working of internet. you can also update your package via downloading it and then copying them. if you require further guide please let us know.

you have point to point connectivity or you have some intermediate devices like switches in between. Mikrotik has feature Bonding that works quite perfectly for failover and load balancing too. if you requrie furhter help do let me know.
