Bugreport: BGP connects only with 3 peers of 4 on ROS3 b8-b9

After reboot, ros connects to 3 bgp peers of 4 ( 2 full tables, and 2 ~400 routes) if i disable any alive peer, in 10 seconds, last one connects. if i disable/enable all peers, once in 10 times, all 4 peers connects and works fine, until reconnect. this bug is tested on 2.9.10, 2.9.42, 3.0 beta8, 3....
