That is because the "ip routes" display is effectively a "filter" showing only the IPv4 routes out of all routes (including IPv6).

Another use for that hook on routing filter action can be the solution to the lack of mechanism to route leaking between VRFs.
For the desired routes, you can call a script that will do the job adjusting routing rules.

The shameful bit is someone who switched to Vers7 for a business environment prior to testing the setup in a LAB environment to ensure it worked prior to deployment.
