1) you can configure the pools (the worst choice)
2) you can configure the hotspot (the best and quick choice)
3) you can configure "special tricks" using firewall and mangle rules

there are some tutorials on the net. please google for "bandwith routeros" instead of mikrotik or winbox.

Multiple LAN and multiple WAN on the same router is bad practice. That really complicates configuration. Try to keep single WAN and multiple LAN or multiple WAN and single LAN. you must specify some specific rules ip->routes, and use ip->firewall->mangle rules to identify the connection used by packets to "go back" (to use the same to in/out)

Hi, i think you must use ip->web proxy->access rules to block sites. Another option is use ip->firewall->filter rules, using the filter chain, and the dst-address and src-address fields, but in this case you must use only ip address. web proxy use dns domains to allow/deny access. This feature can be useful to test if radius server/client connections is working, no matter if another services like hotspot are working.
