Had this same issue -> normal stable operation on a CCR1016-12G before upgrade to 6.45.8. Upgraded from 6.43.14 to the latest (at the time) LT train of 6.45.8. Right afterwards started getting the same thing (all interfaces DOWN and then 1 second later -> all interfaces UP) which would trigger goofi...
