Got the exact same problem on a Routerboard 1100AHx4. Afaik thats the same Hardware as the RB4011 (minus the sfp+ port).
Edit: I noticed this Issue on 7.9. Upgrading to 7.9.3 did not help. Downgrading to 7.7 seems to fix it.

You should not mix switching and routing. Routing is mostly done with CPUs so a PC with a fast CPU will be better than a small arm or tilera CPU on a routerboard. Switching on the other hand can be done with cheap switching chips and it is a waste to spend CPU ressources on it.

Of course it's possible. You just need to get an ASN, and IP Blocks. IPv6 is cheap, a /24 IPv4 block can be leased starting at 100$/Month or bought around 10k$.
