This seems to be resolved after upgrading my CRS354 switch. I saw this in the changelog for this months firmware:
*) crs3xx - fixed hardware offloaded bonding on Ethernet interfaces for CRS354 devices;

While investigating and trying to resolve this, I have found that if I have a non-bonded link between the router and the switch, all traffic flows properly. If I have a bonded link, such as the example shown above (using balance-xor) or 802.3ad, the devices cannot talk to each other. Is there some k...

I have a router (RB3011UiAS-RM) and a switch (CRS354-48G-4S+2Q+). Devices connected to the switch can ping the router, and the switch. I see now looking at the wiki that it is included, though I missed it during my reading of it.

Thank you both. Adding tagged=bridge1 to the bridge VLAN has resolved the issue.
