I just checked the release notes for 7.12 and looks like it's intentional. One of the items say that support for poe auto mode is removed for L009 devices.
I just don't understand why?

I have one L009 and R5009 is on the way. I would like these to talk over the SFP ports. The L009 has a 2.5G SFP and the R5009 has a 10G SFP+ port. True about 5180 being minimum. One thing which is also missing in your minimal config: country settings. Another thing worth mentioning is, I wanted to check if the radios in the device are good, so I did a scan using the 5GHz radio
Within 5 seconds all the 5 GHz networks around me showed up in the scan window (networks on multiple frequencies within 5GHz)

Set frequency manually so you KNOW which frequency you should see.
Start with the lowest one (5160).
I tried that too
FYI, 5160 is unsupported. cap ax supports 5180 to 5885

I have a new cAP ax and tried to set it up with a 5GHz and a 2.4 GHz network. the 2.4 seems to work fine but the 5 GHz SSID never shows up on any of the devices.
