Yes, according to docs these forwarders are used for DNS FWD entries only.I noticed that when a DNS forwarder is set up with DoH servers, but DoH server is not used in the DNS settings, forwarding does not work. Is this how it's supposed to work?

You may get rid of that dropoff by enabling ft and ft-over-ds.I even tested with a live tv channel playing on the tablet and there was abojt a second drop off when it switched. Is that good?
BTW, what does /interface/wifi/radio/print detail show set to min-antenna-gain? Acvording to your observations it should be set to 7 for both radios.

I think many "accidentally" enabled it because the mobile MikroTik app requires "Detect Internet" in order to show the traffic graphs on its home screen.

All modern DNS server software (BIND9, Unbound, Dnsdist) use HTTP/2 and cannot handle ROS queries.
