In addition to the neighbor list not populating after running for a while (the "Refresh" button returns an empty list), when you do run Winbox, sometimes when you close a Terminal window within the Winbox session, the entire session closes.

The Dude hasn't been supported on ROS for quite some time, the package isn't even available for download anymore.
The release notes for 6.20 suggest that Dude on ROS wasn't completely off their minds:

I just purchased a used RB1100. The OmniTik UPA that I set up to test boards, does not send power to the 1100 when poe-out=auto-on. If I change it to poe-out=forced-on, it works. Is this normal? Either way, it would be good if someone would update this table in the Wiki accordingly.

Perhaps intervening obstacles are absorbing energy of one polarity much more thoroughly than the other. Rotating the antenna so that you use two 45* planes, rather than H/V, would answer that question.

Price/power ratio is not a very useful metric:

1) If your radio is simply underpowered for your needs, you can't just buy a couple more dBm and upgrade it.
2) Rx sensitivity is at least as important as Tx power, especially with client-facing radios.

And invest in a Cat5 cable tester! Even one of the inexpensive ones (~$10) will save you some big headaches.

How about an inexpensive IP-addressable device built specifically to generate traffic for bandwidth testing? Power it directly from the wall (rather than UPS) and it would double as a power-failure monitor. "RB710"?

Double-check the IP settings of both the RB and your Nettop: make sure that both are (still) static and on the same subnet. If either has switched to use DHCP, you might be able to connect with WInbox via MAC, but not by IP, without a DHCP server like the NetGear.

I'm not clear from the description where the Ubnt AP fits into this, but with all the Ethernet, it seems to me all these ports should be bridged, not meshed. Also, mesh (HWMP+) is a MT-proprietary protocol, so interoperation with much of anything non-MT, from APs to switches, will be problematic.
