Resetting to CAPs mode sets configuration.manager=capsmanno i dont have it enabled or it done it self in the back ground
I just logged into each cap rebooted it into caps mode
/interface/wifi/set wifi1,wifi2 configuration.manager=capsman-or-local
Manually set the frequency of the 5GHz interface to something like 5200 will likely solve your problem.I do not know if it is a misconfiguration or something else.
