user-manager package is not available for RB750Gr3, also as for RB3011.

If it follow the same path of user-manager for RB3011, it will be available on RouterOS 7.

to reach DNS server, your Routerboard needs to have a default route installed.

You can check it by:
/ip route print
and check if you have a route with dst-address=0.0.0.0/0 and gateway your Internet Router.
