Rebooting is necessary because if there is some equipment crashes at the tower rebooting the ups is a quick and easy fix.
If there is a hardware failure, then work through COM and LAN can be a problem.

Yeah, I've looked at those. The problem, is that the wiki tells me that I can monitor it directly using an appropriate serial cable.
Without cable. UPS needed AD-55 or AD-155.

I have the above mentioned router. I have it on a UPS, but every once in a while it will lose power. I have to unplug and replug it several times to get it to come back on.

Does this sound like a power supply issue or a problem with the router itself?

They work correctly with the UPS-MT (http://tandem.ck.ua/ups_mt-eng.php), which can be collected by hand.

I think that the cheap and good way how to slove this is to buy come offline UPS and connect RB directly to the battery. UPS will make sure the battery is still charged. Or you can buy some big 12V battery (car starter battery) and some good battery charger with storage charge function and you have...

If the voltmeter shows 12 - not always so.
