This could indicate an MTU problem, try adjusting the MTU on you EoIP inteface to 1466 or even lower. Hotmail.com is a good place to test if your MTU is screwed, it wont show if its wrong.

It depends on where you bought it from. The licence date is set when Mikrotik ship the boards to you or the distributor. If you bought it from a distributor, and they had had that routerboard in stock for some months before you then bought it from them then it is quite possible that the expiry date...

Oh and if you mean if there is any difference between 2.9.28 and earlier versions config, yes, there is.
2.9.28 uses one single instance for all peer,and has force-nexthop set to self.
2.9.2x has one instance for each peer, and force-nexthop option does not exist.
