In our situation, after link reconnection, RX signal equals to 0 and no ping or mac-ping can be done to client side...

It disconnects and reconnects back -- true. But you won't be able to connect to it... At least, if it is working in station-wds mode. I use script, which configures basic router settings. Well...
I still can enable compression via console:

/interface wireless set wlan1 compression=yes

After doing it router becomes inaccessible...

WAN --- ether1 - ROUTER (NAT) - ether2 --- LAN
Monitoring only IP address won't help you, if something wrong with a cable or switch or port itself on ether2 side...

pcq-rate is one of the parameters I am not sure about...

As far as I know using it you can define same bandwidth for multiple users using only 4 rules...

So if I have 0 there, it should equalize bandwidth using maximum available speed...

normis, the problem is that documentation is a bit outdated, because since december there are a lot of new features... and they are undocumented at the moment...

netinstall them before they leave your facility - just to get the config script on the box, then you never need it after that. Netinstall is just the only way to get the 'hidden' factory configuration script on the boards... once its there and leaves your site you don't need to use it, just perform...

We're experiencing the same problems...

Moreover, while monitoring separately tx and rx traffic between two same routers, you can get different results, depending on router from which you're running the test...

I still do not understand why you would need any VLAN at all, given the network from the diagram you posted.
I need this to separate our traffic and client's traffic, but leave routers CLIENT-2 and CLIENT-3 as part of the backbone...
