Huawei E3276s in stick mode is working with RB951G-2HnD with version 6.xxx as PPP client. Additional USB power must be used, etc. powered USB hub. Biggest problem is with weak Mikrotik power supply over USB port.

Netwatch with scripts in Down tab will help. Search more information in the Internet. I do not use this, so can not provide scripts. Why do not use provider gateway if it works?

Different because of using DNS services for using different area restricted services for some web pages ;-)
Too complicated, IMHO. How do you react if user will use externall dns, for example google? Simplicity is the power - why do not block by IP address?

Can I configure not only DNS local records in ip dns static but also different dns for different URL ?
Different dns server for different url? why? Local DNS server will forward dns requests to external if it has not corresponding record.

This is DNS problem. You must add DNS static record with server name and IP in router. Network clients must use local DNS server in router as primary.

Hello, it is not possible as your ISP provide you private ip address, so you are Natted. You need to ask him for a public IP (it can be dynamic), but the risk is to pay more than now. Can i use VPN or ppoe client or other service for this problem? I can't get valid ip, (my ISP can't give valid ip) ...

It is necessary to have USB 4G LTE cards support and USB reset function - new Huawei E3276s, also konwn as M150-1 (Megafon) and K5007 (Vodafone) may be used with RB751, RB951 and others for main or alternative internet connection.
Looks like Mikrotik ignore LTE.
