Ok well I have solved the issue of getting a L2TP connection to the ISP with a Mikrotik, which allows WAN/PUBLIC IP addresses to be used

Just received the config files.

I really do not want to move across to Cisco or a Billion to accomplish this.

It's the ISP routing the public IP addresses to the Mikrotik making the connection. Right now I've set up the pppoe client and connected through the modem(bridge). And manually added the public IP addresses to the PPPoE, but I can't ping the public addresses. So I spoke to the ISP, but they said the...

I have had this issue.

It seems the cursor gets stuck into the top panel. ( With no way to exit it )

All you do to resolve the issue is press "enter" which will close the pane.

Then just re-open it.
