Actually I found it this morning.

BTW, is it possible to do IPSEC between two NAT-ed devices?

ROS 5.5 (172.16.0.1/24) -> (172.16.0.254/24) 3G NAT Router (Public IP) -> ... -> (Public IP) Other Router (192.168.1.254/24) -> Windows XP (192.168.1.1/24)

Is there a way to force (on ROS side) the use of a certain (like 3DES) on a IPSec/L2TP connection?
