@bpwl: You were right on. When I looked at STP settings on the main router, for some reason I discovered it was set to "none". Changed it to RSTP with a Priority of 7000 and all works. Not sure when or how STP got turned off.

I don't know the exact cause of this yet, but have determined that the problem is in the new user manager. If I use the old user manager (routerOS 6.x) with a routerOS 7.1.3 hotspot, the system works.

By the way, the server and my CRS DO both have a public IP. There is another rb941 that does connect successfully from Kenya to the server using l2tp. The Kenya router is behind a NAT firewall in the LTE modem provided by Safaricomm. I will experiment with your accept rule to see if that fixes it.

Sob: thanks for the tip. I found the IPv6 branch in the registry and all the interface IDs, but even searching the registry there are no keys for the DNS servers or leases. I've started a thread on this in a Microsoft forum and will see what advice I get there

I agree that if IPv6 is disabled on the router and the router is functioning as the DHCP server it should not pass through any IPv6 addresses for DNS from upstream....they will never work.

I also observe that the Health reports widely changing voltages from 1 volt to 70 volts. In RC7 the voltage was reported as 23.9 volts all the time. Also RC13 is not reporting the temperature, which RC7 was reporting as about 30 deg C.

Yes, the rule increments, but the outside client does not connect. If I change the rule (and the inside device so that it listens on the same port number that the outside uses) then the outside client can connect. The problem only occurs if the inside and outside ports are different. I've tried this...

Using the Intel card in the laptop, the Tx/Rx Rates showing up on the RB751U AP were hanging around 36.0Mbps/39.0Mbps, the signal strength was about -77 at the AP. OK. I'll test again with a lower signal strength further from the AP and report back. I was reporting CCQ and strengths when the test was active, not inactive, but I don't think that I can get the signal strength that low and also keep in line of sight. These APs are indoors.
