need more details, IPSec did not receive any changes that would brake that. try to enable debug logs on RouterOS and see what is happening. would not recommend to downgrade below version it came from factory. Will try 5.9 and see if i loose any ssh keys as i am using ssh key logins extensively over my testing routers.
