User manager time problem

Im use user manger on main router. the main router work also as ntp server.
in userman config (router and customer) i set the "time zone" parameter to "parent time zone" but stil i have bad time, six hour back , for example on router i have 15:00 but in userman 21:00 o the some time ... why ?

the main issue is that we cant place the device in a fixed point of the turbine. The main issue of going for omni antenna is the turbines directions used to change according to wind direction. Sometimes the turbine might rotate its direction to 180 degree and so that we planning of omni antennas.Is there any alternate ideas and suggestions is choosing the right products?

Planned to use Groove 52Hn with 16 dbi 5ghz Omni antenna and the distance would be within 5 kms and the required bandwidth is min 10 mbps.

the issue is we cant fix an external antenna. there is a small pole and with that we can fix devices like sxts only and also for my personal clarification that might helps me for future projects.
