Caps_man would have made that a lot simpler.

Set your SSIDs and VLAN tags in configuration. Set the WAPs to caps-mode and the VLANs are handled.

Replace the switches.

Mikrotik wireless maybe egregiously outdated... But the recent switch issues have garnered a "will not bid" for us.

But the one router can do several networks with access control and the like, with ease.

Set up 2 dyndns like services. Set them to update the actual interface they are on.

I.e.
Ether 1 = primary.mydomain.com
Ether 2 = secondary.mydomain.com

So the netname is updated on both on a schedule.

Then use the built in ipcloud netname as your "connect to what's hot".

Buy dual channel WAPs.

Expect the 2.4 radio to have problems with that many connections. (Mikrotik has some of the worst interference mitigation I have seen) and the 2.4 radios really take it hard.

OpenVPN has not been properly supported by Mikrotik in about 10 years.

Use another protocol.

IPSEC acceleration is included in a bunch of routerboards. To try using that when you can.

Set the l2TP connection to have a unique IP.
192.168.200.2 and 192.168.200.3
Put that on each router.
Then tell your routers that the router has to use the VPN as the gateway.

Don't even consider Mikrotik for the wireless. It can route that all day with a 70 dollar router. But you are going to need much better WAPs. Look at Ruckus t310 or better. T750 gets you wifi 6.
