I recall as reading the 1Gbps spec as mandating the use of auto-negotiation and you can not have standard way for the 1Gbps operation without it.Disabling auto-negotiation not helps...

Why? I have a RB153 running happily as an AP with v5.24 and I see no major complaints with it.Cat even use 133c for CPE with ppoe it uses 100% cpu power.
