I wonder why it actually works after RB4011 is up&running.
You can test the 802.3at/af theory if you have a CAPAC, WAP, WAPAC or MAP as they will run off both PoE modes.

You have to keep an eye on the Hardware page as Mikrotik keep releasing new devices without much fanfare.

The new wAP-R-AC is the great 4 core ARM with 2.4GHz, 5GHz and a mini-PCie slot and LTE antennas in the classic wAP case.

What else can I do? Not much. Multicast helper turns all broadcasts into unicasts and as you discovered is utterly necessary when you need to map Wifi clients to VLANs. The upside is that broadcasts are much more reliable to Wifi devices, the downside is the clients radio doesn't get to sleep much....

Try dialing back the transmit power rather than kicking off users below a certain limit.

Seeing as you have 3 APs I'd suggest using CAPSMAN with local forwarding and client to client forwarding on rather than 3 lone APs.
