If you have possibility you might read serial terminal and check if board gives some error message. Have you tried proper netinstall, or you just started netinstall app and checked if router is detected?

I received my new rb2011uas-2hnd-in two days ago, upgraded to 6.0rc2 and tried to use metarouter.
Right after pressing ok router just reboots...
Is it only my machine, or something in ros6?

Downgrade to 5.21 solves problem - I can create metarouter and start it just fine.

Any help is appreciated.
