RB2011UAS-RM PXE setup not working

I have a Dell PowerEdge 2970 which doesn't want to PXE boot, error is: "No PXE-capable device available". Yes, you're right, dropping all the input is silly - no idea what I was thinking. I'm basically trying to ensure that only specific MAC addresses can connect to the network. Hmm, interesting. I thought that's what the POE markings above ETH1 meant. If it doesn't have POE out, what does that POE refer to?

When I go over a NATed port, my transfers don't exceed 20Mbit/s. Nope, not working on mine. Did exactly as suggested, a couple of times, POE just won't upgrade from 1.0
