You have to hold the reset button in when power the device and keep holding it after a while you will see that the device will get its RouterOS. My suggestion is not to use ftp, make i vpn server on the router, and make a vpn connection into your network.
It more secure and more newer and trendier.
And only open up one port to the router.

When using ftp you may consider learning about how ftp works, and how to use it properly.
It open up port's that not being open.
Try to enable/disable PASV(Passive mode), first in you client app.
Then you can see in this picture how the traffic goes

Have seen this when you have removed names from userlist and they are pointed at from another setting.
So if you remove something you get the pointer *4 *5 *6 and so on.
I think Mikrotik have to script something when removing names or maybe just warn you there are pointers pointing to nothing.

Maybe the Windows uses smb3 to connect and linux uses smb2 to connect.

In OpenVPN its something called push route.
I think i have seen some changelog saying it's now supporting push route.

So if you going into "OVPN Server" you have "Push Routes" there you have to add the another network.
So it's added into the client routing table.

Maybe you only get one wan ip from your isp.
If soo, you need to release the the old wan isp ip from your old router, before you get a new wan ip to your new router.
Connect your old router first and then press release.

I just remember one case, then a loose a connection because of one firewall dropped the dhcp traffic.
Therefor I just wondered if you have some dhcp traffic.

Have you tried to ping the ip from the router ??

I have before similar problem, with not reaching one specific ip.
My hair was on the floor. *lol*
It was my own netmask on the wan ip.

You should try with ftp, may be there are some problems with the rights to the files for the tftp server.
Like this error message from another linux distro.

I used ordinary ftp to upload the files to the router
like this.
ftp 192.168.1.88
Name (192.168.1.88:root): admin
Password:
ftp>bin
ftp>hash
ftp>mkdir cisco
ftp>cd cisco
ftp>put SIPDefault.cnf
ftp>bye
Do you use the user admin ???

I doing the same, but am not at home now.
So i can't see my config.

But when i maked my config, i created a folder called cisco on the mikrotik and
put the cisco files there.

And then directed the tftp files to that directory.
like

SIPDefault.cnf ------> cisco/SIPDefault.cnf
