+1 - This is something should be on at least the CCR otherwise I see no reason to place CCR's on Internet Edge.

Don't think that is possible, the popup only appears when IOS believes it can't reach the Internet.

Yes this is possible, in fact there are many methods you can use to connect here is a list:

PPP tunnels
PPP
PPPoE
PPTP
L2TP
SSTP
OpenVPN
