I think it's just the length of the packet that was logged (in bytes).

You need to use policy templates on the router with the static IP address. In fact, the default config already includes a policy template that should work. In your peer configuration, set policy template group to 'default' and generate policy to 'yes'.

If you are using static IPsec peer configurations, you could try setting the Local Address parameter.

You could also add a static route to your VPN server address (/32) via your gateway/interface for WAN2.

Could you add a bridge interface on Main Router with ether1 and ether2 as member ports? Give the bridge interface on Main Router the x.x.120.2 address. Give the ether1 interface on Sub Router the x.x.130.2 address.

I think I solved my own problem. I was using a version of iperf2 that didn't set the TTL properly. Even though it was specified on the command line as 32, a quick peek with Wireshark showed that it was actually getting set to 1.
