This sounds like the filter rules > forward chain is your problem. Or else it's a policy routing issue. I got a very easy solution by creating IP pools for each hotspot user profile (Mine were 3) and then creating queues for these 3 profiles with the target being the network address of each of the IP pools , It worked well.

I have bridge that I have assigned ip 172.16.2.254/24 and ip 172.16.1.254/24 The solution posted above always works when dealing with individuals ether ports but how comes it doesn't work when using a bridge? I still cant ping devices from the other network. I can only ping 172.16.1.254 and 172.16.2...

I Ithink you didn't get full band width because you didn't split the connections correctly. For your configuration, you need to split all connections into 11, and then assign 2 to each 4M connections, and 5 to 10M connection. Total will be around 20-22 M. I am not using the wireless modes from the router board, I have setup hotspot and am using http chap so as much as you can connect to our 80 access points you will still be queried with a password to access the internet by the login page.
