I don't have any experience with Unifi ... but I've read in another thread that Unifi controler is a pretty fat application which requires more than 1GB RAM to run. RB5009 has only got 1GB (and some of it is required to run ROS and do some firewalling/routing). So it might be that unifi controller ...

I have also RB5009UPr and it seems to be only having passive poe not af/at. Lot of devices which are af/at do not require initial handshake+ have some tolerance on voltage so it looks like it is working properly. Just associate ssid to the correct dhcp subnet for example if you have two wirless ssid than associate one to 192.168.87.0/24 and second ssid to 192.168.88.0/24

well If i understand yours configuration properly than you need just one simple firewall rule for every port. open winbox press ip-> firewall press plus button chain forward in interface ether2(or any other name depends on how you named your even port (yours fourth port should be even) out interface...
