Those devices can only be controlled by the App on the PC that you mentioned. MikroTik device can't control or configure them.

I'd load balance / failover Internet using PCC and routing marks which will also used to route each tunnel accross each WAN.
Then you bridge those two tunnels, and aggregate them by BCP.
add a mangle rule marking route so that traffic from that IP/port gets route-marked to the desired WAN.
For a few last versions you can insert DNS name such 2.pl.pool.ntp.org which is resolved to valid associatted IP. It helps to distribute NTP traffic to different servers.
