bytes is calculated by free radius attributes.if you want facebook to be free then you have to include its domain name in free radius config so that it doesnot include it when calculating bytes used
Crazy setup.but the key is to keep it simple.you will need a base station for every town so the town's ap can connect to.okay thats obvious.then you will have to connect all the base stations to a central base station for management.this setup makes scalling and troubleshooting easy
An idea is "bypassed users" must be on a different network.so that they can access network at all time.then all other users will be on another network say 10.0.0.0 which has time restrictions
well if you donot want to charge user when they login and just want them to reg for records then you have to remove the billing aspect of your installation.it will mean to create new radius groups without billing and put your registered users in them

You have to create radius group with the profile you want.then when user registers you associate him with the appropriate group.so next time he logs in he logs into the correct group.in theory thats how it should work.so get scripting
Its very simple what you need is to use mikrotik capive portal with a radius software.so radius server you can make a radius group lets call it 1mb plan whereby if a customer reaches his 1gb quota he's throttled to your desired speed.check out daloradius for this
