I believe that the issue could be due to Windows doing some broadcast/multicast with the 169.254.x.x before obtaining a dhcp address. Not an answer, just nit-picking: these addresses are not "Microsoft Fallback Addresses", they are RFC 3927 link-local addresses, also known as "automatic private IP addressing (APIPA)". But yes, it serms they're best known from windows machines without proper IP addresses. :)

I m using PCC load balancing is this method work in PCC?
It will work with PCC LB. Also, try using ZeroBytes suggestin with the interface list. It does simplify things a last bit.

Another data point: Upgrading to 6.38.5 seems to cause this behavior pretty to occur reliably for me on multiple platforms. Downgrading to the bugfix 6.37.5 fixes the issue. I have upgraded a CCR1016-12G with this version and no issues so far. The device is configured with PCQ load balancing over 8 internet lines and PCQ queue for the client lan. So far no issues and the upgrade wen't smooth togather with the routerboard firmware upgrade.
