Now we are using a bunch of x86 servers on 2 x Intel X5670 processors. And we get a 20% load on 1 Gb traffic.

Write which AMD Epyc processors models are you using?
Maybe you have only 4 cores and a frequency of 2.5 GHz, then this processor may not extend this performance.

Should work. Because the network card also works on PCI.

Have you added an older version dx3230L_3.35.6. of RouterBoard? has anyone tried to update the loader to this version?

Is it possible to put the fans yourself? And then do not like what temperature, will warm up and then break. Without good cooling, the switch is bad. Now I've got CSS326-24G-2S + RM, and it also has no fans, and the CPU temperature is always 57 C, although it's installed in a server with good cooling.
