In theory you could create that but you'd need some electronics as data and power need to be mixed, are there B to A converters? I don't know of any, you'd better do with an good A injector as I believe reliability is important for a door camera.

No. So reboot to recognise I then ejected and formatted. after the format process finished I had to reboot and then it turned up as disk0 and under /file. It means it is not receiving signal (light) from the other end.

Two reasons: one, you simply didn't connect any fiber between such CRS and another device or two, the SFP module uses two strands, one for TX and the other for RX... the RX one is faulty.
