ok so i have set a rate limit under the profile i am using for xxxx user however when i look at their active connection i am noticing that their speed is going higher than the rate limit i want.

The fields in the user profiles are in bits per second. You'll need trailing zeros to get the speed you want, ie 54000 instead of 54.
