Since I’ve upgrade a pc with 3.9 the CPU usage(Fujitsu-Siemens PIII-1Ghz) rised to 100% almost all the time with no trafic. If I downgrade to 3.7 the wireless interface will reset?

Try at first /system check-disk.
Else, try installing again.
If wireless router, try disabling ANI ( adaptive noise immunity, see what happens. )
is it only happening when you connected with winbox? try unchecking ‘load previous session’ when connecting with winbox to see if that helps - I’ve seen a corrupted saved session on upgrade cause 100% many times.
