2 hotspot servers on 2 different interfaces

Hi
because my network is more than 400 hotspot users on the same layer 2 network

i did split them physically and i’ve installed hotspot on another interface to do hotspot routing for the 2nd segment for the network

Hotspot server 1 assigned to interface local 1
interface : Local 1
Address : 10.0.0.1/22
Pool-1 : 10.0.0.2-10.0.0.254 - 10.0.1.2-10.0.1.254

Hotspot server 2 assigned to interface local 2
address : 10.4.4.1/22
Pool-2 : 10.4.4.2-10.4.4.254 - 10.4.5.2-10.4.4.254

Dhcp servers 1 , 2 assigned to pools 1 , 2 on interfaces Local 1 , 2 subsequently

Dhcp networks settings :
address : 10.0.0.0/22 GW 10.0.0.1 DNS 8.8.8.8 - 8.8.4.4
address : 10.0.1.0 GW 10.0.0.1 DNS 8.8.8.8 - 8.8.4.4

Customers on segment 2 (10.4.4.0) are logged in with ip 10.0.0.0 although they have gotten their 10.4.4.0 ip address from
DHCP pool 2 , they appear in hosts as 10.0.0.0

offcourse they get no internet service after logging in

Any suggestions ?
