Two ISP in and one LAN out. LAN all user to use both ISP line

what if i use 2 ADSL connection, 1-st is with static IP address and 2-nd is with dynamic IP address does that way works? if yes can you tell me how?

PCC is independent of the way each interface connects to internet.
You just need to configure a static address on one interface and a dhcp-client on another.
