how to add 2 public ip in mikrotik ? just one ip worked !
in windows just assign ip in ethernet and work fine

As there is not any packet matching your mark-connection in prerouting, that mans packet from outside does not even reach to router and problem is in ISP that is not routing traffic toward your router.
@ingdaka is probably right, but maybe there is some match condition other than in-interface=ether2, which did no fit to the screenshot. Hard to guess without the export.
