2 router seperate PCC and bandwidth management without double NAT

Hi guys

Please forgive me if this was asked before or posted in the wrong section.

Anyway here’s my dilemma right now..

I have 2 HEX-RB750GR3

R1:
2 WAN PCC
Bridge IP (192.168.12.0/24)

R2 (Connected VIA Bridge from R1(eth4) to R2(eth1) )
IP 192.168.12.2
DHCP Server
QOS

my problem I cannot mark all connection without enabling NAT and setting the GW to R1 Im trying to avoid DoubleNAT on this setup.

But if a router does not src nat its packets, then, is it a router?
Personally i would enable dhcp on the ether 4 for the 192.168.12.0/24 subnet and my second hex would be used as a simple switch.
Dhcp and qos would be on R1.
