Bond them together if you can (if your ISP will do that). That will give you 12mbps. Then, use PCC.
What PCC settings are you currently using?
EDIT: I meant to say “Then, use PCQ”. PCQ is a great way to share bandwidth fairly.

To find out if they allow bonding (MLPPP), call them and ask them It must be done on THEIR side and YOUR side, on BOTH sides.

12mb is very low for 200 users. If they all use it at the exact same time, that would be 0.06mb each!
If a handful of people watch movies, that’s 12mbps right there.
