I doubt that you would need frequency licence, as the 2Ghz 10mhz still falls within ISM band.
I do however know that if you plan to resell access in SA you would need a VANS licence.
Which can be obtained from ICASA. The VANS licence however is quite expensive considering that in my country (Botswana) it is only a third of the price. RSA is R30 000 if I am up to date with the pricing there.
Emailing ICASA is pointless as I have had no response from them, the best would be either to call or get a consultant to do the dirty work for you.
I have been trying for ages with no success to get in contact with them via the web, with little success.
