3.5Ghz link showing low RSSI

I just purchased three 3.5ghz XR3’s with a Pac 25 and 28 dbi solid dishes as well as 25dbi Pac grid dish. No matter what the setup, though, total RSSI as measured by the client, (either using the scan button in the wlan interface or connecting and using the status tab), is about 30dbi low. I thought that it might be distance related, (ack timeout or something), so we put one up on a tower and aimed it at a known location 6.1 miles away with clean LOS, and we only get -78. We tried mounting one about thirty feet up and going about .5 miles down the road, still with clean LOS, and we get -69. According to my path calcs, we should be about thrity db better than that. I tried both swapping polarity on the far end both times, just in case I screwed up the mounting, and that took it completely offline. Any ideas?
