Need more info on your setup. I am guessing hear. Looks like you want the client linking to your hotspot to jump to another hotspot should the one it was on, go down? Only thing is your SSID have to be same for all hotspots. However user will have to re authenticate on new hotspot, unless you make use of radius server. Personal i would change hotspot’s to access point and make use of one hotspot as edge router just before going onto internet. Still use radius though.
